What exactly does Panorama do, and what don't you do?
We are an independent advisory and rigging supervision practice. We advise owners, boards, architects, and contractors on FISP / Local Law 11 strategy, scope, proposals, and change orders; we act as owner's representative; and we serve as licensed NYC DOB Special Rigger of record on rigging operations. We do not self-perform façade restoration, and we are not the engineer or architect of record. That independence is the point: our advice isn't tied to winning the construction contract.
What is FISP / Local Law 11 and does my building need it?
FISP (Façade Inspection & Safety Program), formerly known as Local Law 11, requires buildings taller than 6 stories in NYC to have their façades inspected every 5 years by a Qualified Exterior Wall Inspector. If your building is over 6 stories, you're required to comply. We help you understand what your report actually requires, plan the remediation and filing timeline, and review the proposals that follow. We work alongside your inspector of record, not in place of them.
What does "rigger of record" mean, and how does that engagement work?
On many NYC suspended scaffold and rigging operations, a licensed Special Rigger must be responsible for the work. When Panorama takes that role, our founder (NYC DOB Special Rigger License #7735) reviews the rigging plan, directs installation, relocation, and removal, is present on site at an agreed cadence, and holds stop-work authority. It is genuine supervision with real accountability, scoped in a written agreement before the first rig goes up. It is not a license loan.
What's included in a consultation?
We'll talk through your building and your decision, review any inspection reports, proposals, or drawings you already have, and tell you plainly what kind of help you need, which may be a one-time review, a retainer, or rigging supervision. There's no obligation. We respond to every inquiry within one business day.
How do you charge?
Advisory work is billed hourly (typically $225 to $275 per hour) or, for ongoing owner's representation, on a monthly retainer (from $2,500 per month). Rigger-of-record supervision is billed per day of supervision, typically $500 to $1,500 per day depending on the operation. Every engagement is scoped and priced in writing before we start, so there are no surprises.
Can you review a contractor's proposal or change order?
Yes. This is one of the most valuable things we do. We pressure-test scope, quantities, unit prices, and change orders against the actual condition of the building, using drone survey data and AI-assisted takeoffs where they help. The industry average for change orders on restoration projects is around 25%, and most of it is scope that was never measured. We find it before it becomes an invoice.
Are you licensed and insured?
Our founder holds NYC DOB Special Rigger License #7735 and is a member of IIBEC (#63340) and the NYC Special Riggers Association (NYCSRA). Panorama Restoration LLC is a New York limited liability company. Insurance appropriate to each engagement, including a Certificate of Insurance where required, is confirmed in writing as part of the engagement agreement.
Can you help with landmarked buildings?
Yes. We advise on Landmarks Preservation Commission requirements for landmarked and historic-district buildings: material matching, acceptable methodologies, and the documentation an LPC application needs to move on the first submission. We help you set the scope and specification so the contractor you hire is held to the right standard.
